40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建(jian)設綠(lv)色(se)城鎮、綠(lv)色(se)社區。

方案中提出,持續提升綠色建筑比例,大型公(gong)共(gong)建筑(zhu)和國家機關辦公(gong)建筑(zhu)、國有資(zi)金參與投資(zi)建設的其他公(gong)共(gong)建筑(zhu)按照(zhao)一星級(ji)以(yi)上綠色(se)建筑(zhu)標準進行建設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探(tan)索既有建(jian)筑(zhu)節能改造市場化(hua)模式,推進(jin)公共建(jian)筑(zhu)能效提升試點城市建(jian)設(she)。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到(dao)2025年,城鎮(zhen)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑100%執行綠色建(jian)(jian)(jian)筑標準;到(dao)2030年,全省新建(jian)(jian)(jian)建(jian)(jian)(jian)筑嚴格執行建(jian)(jian)(jian)筑節能設計標準。

方案中還提出,鼓(gu)勵(li)在建(jian)(jian)筑(zhu)領域規模化(hua)(hua)應用(yong)(yong)可再(zai)(zai)生(sheng)(sheng)(sheng)能源(yuan),提高太(tai)陽(yang)能、風能、地(di)(di)熱(re)能、生(sheng)(sheng)(sheng)物(wu)質能等可再(zai)(zai)生(sheng)(sheng)(sheng)能源(yuan)綜(zong)合利用(yong)(yong)水平。可再(zai)(zai)生(sheng)(sheng)(sheng)能源(yuan)利用(yong)(yong)設施(shi)(shi)與建(jian)(jian)筑(zhu)主體工程同(tong)步(bu)設計、同(tong)步(bu)施(shi)(shi)工、同(tong)步(bu)驗收。開展建(jian)(jian)筑(zhu)屋頂光(guang)伏行動,充分利用(yong)(yong)既有建(jian)(jian)筑(zhu)屋頂資源(yuan)建(jian)(jian)設光(guang)伏發(fa)(fa)電(dian)(dian)設施(shi)(shi),鼓(gu)勵(li)工業(ye)廠房屋頂建(jian)(jian)設光(guang)伏發(fa)(fa)電(dian)(dian)設施(shi)(shi),大(da)幅提高建(jian)(jian)筑(zhu)采暖(nuan)、生(sheng)(sheng)(sheng)活(huo)熱(re)水、炊事等電(dian)(dian)氣化(hua)(hua)普及率(lv)。推(tui)(tui)進(jin)熱(re)電(dian)(dian)聯產集中供(gong)暖(nuan),加快推(tui)(tui)動工業(ye)余熱(re)供(gong)暖(nuan)規模化(hua)(hua)發(fa)(fa)展,因地(di)(di)制宜推(tui)(tui)行熱(re)泵、生(sheng)(sheng)(sheng)物(wu)質能、地(di)(di)熱(re)能等清(qing)潔低碳(tan)供(gong)暖(nuan)。提高建(jian)(jian)筑(zhu)終端電(dian)(dian)氣化(hua)(hua)水平,建(jian)(jian)設集光(guang)伏發(fa)(fa)電(dian)(dian)、儲(chu)能、直流配電(dian)(dian)、柔性用(yong)(yong)電(dian)(dian)于一體的"光(guang)儲(chu)直柔”建(jian)(jian)筑(zhu)。到(dao)(dao)2025年,城(cheng)鎮建(jian)筑可再生能源替代率達到(dao)(dao)8%,新建(jian)公共(gong)機(ji)構建(jian)筑、新建(jian)廠房屋頂光伏覆蓋率力爭(zheng)達到(dao)(dao)50%。

(jin)(jin)融(rong)評價(jia)(jia)(jia)體系,引導(dao)(dao)金(jin)(jin)(jin)融(rong)機(ji)構為(wei)綠(lv)(lv)(lv)色(se)低碳(tan)(tan)(tan)項(xiang)目提(ti)(ti)(ti)供長期(qi)限、低成本資(zi)(zi)金(jin)(jin)(jin)。推動(dong)建(jian)立碳(tan)(tan)(tan)排(pai)(pai)放投(tou)(tou)融(rong)資(zi)(zi)統計監測平臺,探索(suo)(suo)制定企業(ye)碳(tan)(tan)(tan)排(pai)(pai)放績(ji)效評價(jia)(jia)(jia)標(biao)準,嚴控煤(mei)電(dian)(dian)、鋼鐵(tie)、電(dian)(dian)解鋁、水(shui)泥、石(shi)化等(deng)(deng)(deng)高碳(tan)(tan)(tan)項(xiang)目投(tou)(tou)資(zi)(zi),支(zhi)(zhi)持(chi)高碳(tan)(tan)(tan)項(xiang)目節(jie)(jie)能(neng)(neng)改造和(he)能(neng)(neng)效提(ti)(ti)(ti)升。發(fa)(fa)揮新(xin)興產(chan)業(ye)投(tou)(tou)資(zi)(zi)引導(dao)(dao)基(ji)金(jin)(jin)(jin)、創業(ye)投(tou)(tou)資(zi)(zi)引導(dao)(dao)基(ji)金(jin)(jin)(jin)、河南(nan)省(sheng)綠(lv)(lv)(lv)色(se)發(fa)(fa)展(zhan)(zhan)(zhan)基(ji)金(jin)(jin)(jin)等(deng)(deng)(deng)政(zheng)(zheng)府(fu)投(tou)(tou)資(zi)(zi)基(ji)金(jin)(jin)(jin)的引導(dao)(dao)作(zuo)用(yong),撬動(dong)更多社會(hui)資(zi)(zi)金(jin)(jin)(jin)投(tou)(tou)入節(jie)(jie)能(neng)(neng)環(huan)(huan)(huan)保(bao)(bao)、新(xin)能(neng)(neng)源(yuan)、碳(tan)(tan)(tan)捕集封(feng)存利用(yong)等(deng)(deng)(deng)綠(lv)(lv)(lv)色(se)產(chan)業(ye)。加大(da)(da)可(ke)再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)發(fa)(fa)展(zhan)(zhan)(zhan)支(zhi)(zhi)持(chi)力度,有效破(po)解項(xiang)目建(jian)設(she)中(zhong)(zhong)的土(tu)地(di)供應(ying)(ying)、城鄉建(jian)設(she)、環(huan)(huan)(huan)境保(bao)(bao)護、電(dian)(dian)網適應(ying)(ying)性(xing)(xing)等(deng)(deng)(deng)瓶(ping)頸制約,完(wan)善可(ke)再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)消(xiao)納保(bao)(bao)障(zhang)機(ji)制,出(chu)臺促進可(ke)再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)發(fa)(fa)展(zhan)(zhan)(zhan)的空間(jian)要素、財(cai)政(zheng)(zheng)金(jin)(jin)(jin)融(rong)等(deng)(deng)(deng)保(bao)(bao)障(zhang)性(xing)(xing)措施(shi)。推廣節(jie)(jie)能(neng)(neng)環(huan)(huan)(huan)保(bao)(bao)服(fu)務政(zheng)(zheng)府(fu)采購(gou)(gou),強化節(jie)(jie)能(neng)(neng)環(huan)(huan)(huan)保(bao)(bao)產(chan)品政(zheng)(zheng)府(fu)強制采購(gou)(gou)和(he)優先采購(gou)(gou)制度執行(xing)。(三)建(jian)立健(jian)全市場(chang)化機制。組織省內電力企(qi)業積極參與全國碳排放權(quan)交易(yi)(yi)(yi),加(jia)強企(qi)業碳核查,做(zuo)好排放配額分配、自愿交易(yi)(yi)(yi)、配套服(fu)務(wu)等工作。修訂用能(neng)(neng)權(quan)有(you)償使用和(he)交易(yi)(yi)(yi)試點實施方(fang)案,完善用能(neng)(neng)權(quan)配額分配辦法,推(tui)動用能(neng)(neng)權(quan)交易(yi)(yi)(yi)擴圍(wei),優化能(neng)(neng)源資源配置。積極推(tui)行合(he)同能(neng)(neng)源管理(li),推(tui)廣(guang)節(jie)能(neng)(neng)咨(zi)詢、診斷、設(she)計、融資、改造、托(tuo)管等"一站(zhan)式”綜合(he)服(fu)務(wu)模式。五、組織實施(一)加強(qiang)組(zu)織(zhi)領導。加(jia)(jia)強(qiang)黨(dang)對碳(tan)達峰(feng)、碳(tan)中(zhong)(zhong)和(he)工(gong)作(zuo)(zuo)的領(ling)(ling)(ling)導(dao),省碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)和(he)工(gong)作(zuo)(zuo)領(ling)(ling)(ling)導(dao)小(xiao)組(zu)要(yao)加(jia)(jia)強(qiang)整體部署和(he)系統(tong)推進(jin),研(yan)究重(zhong)(zhong)大(da)問題(ti)、組(zu)織重(zhong)(zhong)大(da)工(gong)程、發布重(zhong)(zhong)要(yao)數據;領(ling)(ling)(ling)導(dao)小(xiao)組(zu)成員單位要(yao)加(jia)(jia)強(qiang)配合,扎實推進(jin)相關工(gong)作(zuo)(zuo);領(ling)(ling)(ling)導(dao)小(xiao)組(zu)辦公室要(yao)加(jia)(jia)強(qiang)統(tong)籌協調(diao),定(ding)期對各地和(he)重(zhong)(zhong)點(dian)領(ling)(ling)(ling)域(yu)、重(zhong)(zhong)點(dian)行(xing)業工(gong)作(zuo)(zuo)進(jin)展情況進(jin)行(xing)調(diao)度,加(jia)(jia)強(qiang)跟蹤(zong)評估(gu)和(he)督促(cu)檢查,確(que)保各項任務落(luo)實落(luo)細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格(ge)監督考核。落實國家(jia)碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中和(he)(he)綜合(he)評(ping)價(jia)考(kao)(kao)核制度,建立碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中和(he)(he)工(gong)作專項考(kao)(kao)核機制,對能源消費和(he)(he)碳(tan)(tan)排放指標(biao)(biao)實行(xing)協同(tong)管理、協同(tong)分解、協同(tong)考(kao)(kao)核。加強考(kao)(kao)核結果應用,按照(zhao)國家(jia)和(he)(he)省(sheng)有關(guan)規(gui)定對碳(tan)(tan)達(da)峰(feng)工(gong)作成(cheng)效(xiao)突出的單位(wei)和(he)(he)個人給予表(biao)彰(zhang)獎勵,對未完成(cheng)目標(biao)(biao)任務的地(di)方、部(bu)門依規(gui)依紀依法進行(xing)通報(bao)批(pi)評(ping)和(he)(he)約(yue)談問責。各(ge)(ge)地(di)各(ge)(ge)有關(guan)部(bu)門貫徹(che)落實情況(kuang)每年向(xiang)省(sheng)委(wei)和(he)(he)省(sheng)政府(fu)報(bao)告。
